Health & Safety Requirements for Contractors (For Army Logistics Base) (The Principal shall communicate and provide these Guidelines to the engaged contractor)
1. General
Responsibilities of Contractor
- Contractor shall ensure all their workers entering ST Logistics premises are inducted on the In-house Health, Safety & Security Requirements;
- Contractors shall be fully responsible for the behaviour of their workers including sub-contractors, agent, etc.;
- Contractor shall ensure their workers including sub-contractors, are trained and competent for the works to be conducted;
- Contractors shall enforce and ensure their Workers adhere to all ST Logistics policies, rules and procedures as well as all relevant legal requirement;
- Any worker who breach the ST Logistics HS Rules may be removed from the site and be reject entry to any ST Logistics managed premises indefinitely;
- Contractor shall be responsible for any accident resulting from negligence and/or breaching of any ST Logistics HS Rules;
- Contractor shall complete the “Contractor Health & Safety Acknowledgement Form” and submit the completed form together with the necessary documents identified therein to the Principal (dept./person who engaged the contractor).
2. Personal Protective Equipment (PPE)
- Basic PPE of Hi-visibility Vest and Safety Footwear must be worn.
- Any other PPE shall be implemented as per control measures addressed in the Risk Assessment and/or Safe Work Procedures.
3. Permit-to-Work
- Contractors are responsible for the implementation of Permit-to-Work (PTW) for the High Risk works as mandated under the WSH Act & Subsidiary Legislations. e.g. Hazardous Work-at-height, Hot-work, Crane Lifting Operations, Entry to Confined Space, etc.;
- The PTW applicant and approving person shall be responsible for the effective implementation of the control measures as stated in the PTW throughout the High Risk Work period;
- Any PTW issued shall be consulted and consented by the Principal prior to work commencement;
- A copy of the PTW issued shall be extended to the Principal for reference and record, where another copy shall be readily accessible or displayed on the work location.
4. Equipment, Tools & Machinery
Contractors are responsible to ensure any equipment, tools & machineries are;
- Maintained in safe working conditions;
- Inspected or examined by competent person (e.g. LEW, AE, etc.) and verifiable with documents (e.g. LEW inspection label, LM/LP Certificate, etc.);
- Check by user with records prior to use (e.g. pre-operation checklist)
5. Hazardous Substances (Chemical / Flammable)
Contractors shall ensure the followings when Hazardous Substance are to be used/handled for the engaged scope of work;
- Prior consent from the Principal for use of authority regulated Hazardous Substances (e.g. Highly Toxic, Corrosive, Flammable);
- Available of necessary Valid License / Permit from relevant authority (e.g. SCDF, NEA, etc.);
- Available of Safety Data Sheet (SDS) onsite, and workers are communicated on the relevant Hazard, Safety & Health information on the use/handle of the hazardous substance; - Available Spill control and containment means. (e.g. spill kits, secondary containment tray, etc.);
- Strictly NO Storage of any Hazardous Substances used within ST Logistics premises;
- No discharge of any Hazardous Waste/Substances in ST Logistics premises which could result in environmental pollution to air, land, water, flora, fauna;
- Empty container, cloth or any other material which may contain remnants of hazardous substances, shall not be dispose into the general waste bin within ST Logistics Premises.
6. Reporting of Accident / Incident / Dangerous Occurrence
- Contractors shall report any Accident, Incident and Dangerous Occurrence within the contracted scope of work to the Principal and/or Occupier of the workplace as soon as is being known;
- Contractor shall investigate these mishap, identifying the root cause and establishing corrective/preventive action in written report which should be submitted to the Principal for review;
- Where deem necessary, ST Logistics may conduct its independent investigation for these mishaps reported;
- Contractor is liable for any incident required to be reported to the Ministry of Manpower (MOM) as well as Work Injury Compensation in accordance to the regulations;
- Contractor shall submit relevant documents to ST Logistics to substantiate that the incident has been reported to MOM.
7. Other Health & Safety Requirements
The requirements herein are non-exhaustive and is for the benefit of enhancing workplace safety & health so as to prevent or minimise any likelihood of an incident occurrence or exposure to hazards.
The management of ST Logistics reserve the rights to extend any other relevant Health & Safety requirements as and when mandated/recommended by the relevant authorities or potential hazards observed during the course of work by the contractors.
